Pennsylvania Man Preparing for ISIS-Linked Mass Shooting Arrested Just After 9/11 Anniversary

A 21-year-old man in Pennsylvania was arrested on suspicion of plotting an ISIS-motivated mass shooting, authorities said Monday, as he prepared to carry out a potential attack just after the 25th anniversary of the September 11 terror attacks.

According to a Justice Department press release, Jonathan Hunter Kramer of Valencia had been under FBI surveillance since 2023. Agents discovered Kramer purchasing ammunition and rifle magazines at a sporting goods store before searching his hotel room in Cranberry Township, Pennsylvania.

The investigation revealed Kramer was in possession of five boxes of rifle ammunition and three 30-round capacity magazines, along with a semiautomatic rifle and approximately 190 rounds of ammunition. Police also found a prayer rug, pepper spray, and about 30 knives during the search.

Kramer had been previously arrested as a juvenile for possessing child pornography and was implicated in plotting a mass shooting, according to the DOJ. He was released from Pennsylvania juvenile detention but an anonymous March 2026 tip warned authorities of his dangerous behavior, including receiving “mysterious packages” and communicating with friends he met prior to his juvenile adjudication.

Investigators uncovered Kramer’s online persona as “Hamza Al Rashid,” which claimed allegiance to ISIS.

Assistant Attorney General for National Security John Eisenberg stated: “Kramer was taken into custody just as he appeared to be preparing for a mass shooting that could have taken many lives, having already secured a rifle and approximately 190 rounds of ammunition for what he called his ‘mission.'”

Kramer faces charges including “receiving a firearm and ammunition knowing or having reasonable cause to believe that the firearm and ammunition would be used to commit a felony or a federal crime of terrorism, including providing, attempting to provide, and conspiring to provide material support or resources to a designated Foreign Terrorist Organization.”
